Measure C - 2024 Bond

Colusa Unified School District - Measure C Oversight Committee

There are two (2) current bond projects underway. At the Burchfield Primary School, a new TK/K modular classroom wing is being developed. The new classroom wing will include eight (8) classrooms the meet the current California Department of Education recommendations for size and amenities inside the classroom. The classroom wing will also have a new age-appropriate play structure added as well as circulation space between the buildings. Burchfield Primary School will also get a new seven (7) classroom wing for the 2nd and 3rd grade side of the campus. The classroom wing will have standardized classrooms as well as restroom facilities at the end of the wing. This will add much needed restrooms to the 2nd and 3rd grade side of the campus.

On June 2, 2026, a ground breaking ceremony took place with participants being, from left to right in the photo below, Principal Victoria Wilson, Board President Roberta James, Board Member Chris Mcallister, Board Member Kelli Griffith-Garcia, and Superintendent Rebecca Changus. The project has been split into two (2) phases, with the TK/K classrooms being the first phase. Expected completion of the first phase is November 2026 with the completion of the second phase being the summer of 2027.

The Egling Middle School campus will receive and update to the gymnasium and multipurpose room. The gymnasium will receive a new sports floor and mechanical system that will provide appropriate temperature control during the school day as well as during extracurricular activities. The current movable partition between the gymnasium and multipurpose room will be replaced with a horizontal panel system that will recess vertically into the ceiling grid. This system will allow for improved bleacher viewing during extracurricular activities. The multipurpose room will receive new flooring and updated restroom facilities. In addition, the site will have the current ADA parking spaces improved to meet current code requirements.

Repairing Aging Schools to Meet Today’s Safety and Educational Standards

While Colusa Unified strives to meet the needs of our community and students, our local schools have not kept pace with today’s safety and education standards. Most of our classrooms were built nearly a century ago and don’t meet modern education and safety standards. Classrooms and science labs are outdated, and some contain hazardous materials including asbestos and lead pipes, while others need basic repairs and security upgrades. These needs are beyond what can be funded by our operating budget.

Locally Controlled Funding for School Upgrades

To ensure all students have access to safe and modern educational facilities, the Colusa Unified Board of Trustees is considering a phased approach to address the top priorities for our schools. Phase 1 would include placing a $13 million school facilities improvement bond measure on the November 5, 2024 ballot.

Funds from the potential measure could be used to complete Phase 1 priority projects:

Remove hazardous materials like asbestos and lead pipes from older school sites, where encountered
Provide classroom and facilities with technology needed to support high quality instruction in math, science, engineering, and technology
Update or replace safety and security systems
Improve access for students with disabilities
Repair or replace deteriorating roofs, windows and old plumbing, sewer, heating, ventilation, and electrical systems

A potential measure would be limited to $60 per $100,000 of a property’s assessed (not market) value and would allow our schools to qualify for state and federal matching funds that would otherwise go to other districts.

Fiscal Accountability and Oversight Required

Any potential school facilities bond measures would include strict fiscal accountability protections to ensure responsible management of locally controlled funds, including:

A detailed project list indicating projects that could be funded with Board of Education approval
Public disclosures of all spending would be required
A citizens’ oversight committee and independent audits would be required
All money raised by the measure would be controlled locally and could not be taken by the State
